My finace doesnt like kissing?

help please my fiance wnt kiss me properly he only likes quick kiss on lips whn i try to kiss him more he moves his head from side to side and says thats enough i dnt like it he also refuses to touch and kiss me elsewhere too even though i do everything to him i love him but im frustrated with him what can i do? whn i try to talk to him about it, he sulks
