Do doctors give refunds?

I had a consultation about an elective procedure fertility related and we agreed what would get done to me. On his website it said the ivf price includes all tests. I went to my next appointment for the testing (blood work and ultrasound). When I finished I was asked to pay $1200 and told the doctor wants me to do insemination not ivf which I had not agreed to. I felt put on the spot and maxed out my credit card. I'm thinking of going to a different doctor bec I had already told this one I had done two failed inseminations and we both agreed it would be a waste to so another one yet after taking the tests he changes his mind wants me to do another cycle to waste my money then do the ivf. Do you think I have a legitimate reason to request a refund for the tests so I can go somewhere else to apply it towards the ivf which is what I want and was told I'd be having???
