I need help writing a thesis statement on education in the public schools?

I have to write a paper on contraceptives for my writing cl. My topic is a movie called the Doentary of Shelby Knox. She talks about hoe Lubbock, Texas has the highest teen pregnancy and STD rates in Texas. The high school that she attends only talks about abstinence in health cl and not education. My thesis should coincide with my topic but my teacher keeps rejecting my ideas. Can someone please help me. Thank you!
